WEST SPRINGFIELD — Former Holyoke Police Chief Anthony Scott, who retired in April, received several awards during the Western Massachusetts Republicans 20th annual Summer Picnic at the Elks Club Pavilion on July 15. The organization recognized Scott for his continued advocacy for a change in the ruing that provides Massachusetts judges with lifetime appointments to the bench.
