Something is out of whack here. As with any charitable project, you first COMMIT to it, then ask for donations. Few donors will be willing to put down $9,000 (even as a loan, if eventually refunded) before there is a commitment by the recipient.

"Cautious and methodical approach?" Nearly THREE YEARS LATER, I think not. Let's try procrastinate, obfuscate and deceive while milking it for all it's worth in terms of cashing in. It is becoming apparent to me the bishop likely knows he won't raise the funds he says he needs (his failure to commit guarantees it), so he will then be supposedly blameless (rather than shameless) for pocketing the insurance money and abandoning Cathedral.
