School Committee supports Foundation budgeting for schools

SPRINGFIELD – The Springfield School Committee is the second in the Commonwealth to approve a resolution calling on the Legislature to approve a Foundation Budget for the state’s public schools.

School Superintendent Daniel Warwick said the Legislature did not finish this summer in addressing the funding needs for public schools.

“The Legislature knows it needs to be done but we need to really push it to get it over the finish line,” Warwick said at the Sept. 20 meeting of the School Committee.

Maureen Colgan Posner, president of the Springfield Education Association, said that if the Foundation budget formula had been implemented the city, the Commonwealth’s second largest school district, would have received an additional $94 million.

School Committee Vice Chair Christopher Collins said the School Committee will send a letter to state officials to make them understand how the committee stands on the issue.

The school district did receive a supplemental budget from the Legislature, according to  Patrick Roach, the School Department’s chief financial officer.

Roach said the district received $2 million more than expected from the Commonwealth. Part of this funding was monies designated to help pay for the education of new evacuee students from Puerto Rico, he added.

The additional funding would be used by principals for educational interventions and MCAS tutoring, Roach said.

“Every school’s program are going to look a little different, depending upon their need, “ Roach said.

In his report, Warwick noted the district received 684 students from Puerto Rico, evacuees from the damage of Hurricane Maria last year. He said that 257 left and 427 remain. Further reimbursements will be coming to pay for their education.
