ROADS 2015 program resumes in Enfield

ENFIELD, CT – If you live in or travel through certain sections of Enfield, you may have noticed that road construction undertaken for the ROADS 2015 program is “waking up” from winter shutdown.

There are three areas from the original referendum that need to be completed to finish up the work called for in the five-year plan begun in 2015. One of these areas is Till Street in the northern part of Enfield, where they are doing a total road replacement, consisting of new pavement for the approximately one mile length of the road, partial sidewalk replacement and new drainage.

Construction started on this section on April 27, and is expected to be completed by mid to late summer. Finishing up this portion of the project also includes the topsoil and seeding on Birchwood Road and Birchwood Terrace, as well as the installation of new traffic signs on those streets.

The second area scheduled for completion this summer is Carmella Terrace, one of five streets being addressed under the St. James West construction contract. Here, about two miles of roadway were to be reconstructed by way of reclaiming the existing road base, drainage improvements, replacement of existing bituminous sidewalks with concrete, turf restoration and the tie-in of driveways to the new road elevation. Aug. 15 is when this work should be substantially complete. The contractor for both of the aforementioned projects is JSL Asphalt Inc.

The third and final section of roadwork to be completed is in the “Thompsonville Southwest” area, which includes Cross Street, Maple Avenue, Pease Street, and South and Spring Streets. The work here consists of the reconstruction of approximately one mile of road, the replacement of the old clay sanitary sewer lines, drainage improvements, new concrete sidewalks, turf restoration and driveway tie-ins.

The contractor for this section is Hinckley Construction, whose start date was somewhat delayed due to the virus but is now at work. Project completion is expected by the end of the construction season.

The town engineer for these remaining projects is J.P. Rodriguez, who, along with John Cabibbo, work for the town’s DPW Engineering office, which is responsible for management of the design and construction of all ROADS 2015 projects. In addition to this remaining work, residents may also notice work being done to seal cracks in existing roads as part of ongoing maintenance.

Typical hours for construction work are Monday through Friday, from 7 a.m. to 3:30 p.m. Some exceptions may occur due to weather or approaching deadlines. Access to residents driveways will be available most of the time, although there may be occasional delays or alternate routes required due to construction and equipment.

Residents may be asked to park outside their driveway while grading or paving is taking place. If a resident is parked on the street, they are asked to remain available to move the vehicle if construction approaches their area. If a resident needs special access to their property, they should talk to the inspector on site, or call the engineering office at 860-253-6366 or 860-763-7095 to talk about specific needs.

There will be no impact to emergency service, they are informed daily and instantly if changes in traffic routing occurs. Construction equipment will move out of the way for emergency services. Other services, such as trash, recycling, mail delivery and bus pick-up should not be affected.

Future road improvements in Enfield will be addressed during ROADS 2020, which, due to COVID-19, is on hold until further notice.
