Wilbraham receives AA+ bond rating from Standard & Poor’s

WILBRAHAM – Town Administrator Nick Breault said the town of Wilbraham shopped for an upgraded bond rating from Standard and Poor’s. The AA+ bond rating allows the town to borrow at a better rate when applying for municipal bonds.

Breault had several bonds for the Select Board members to sign. Selectman Robert J. Boilard asked why Wilbraham did not received a AAA bond rating?

Breault said the price of homes must be higher along with better salaries for the overall population to secure the attractive rating. Lenox and Great Barrington are the only communities in Western Massachusetts that possess the AAA rate.

Attorney Ed Pikula, and Town Counsel Stephen Reilly updated the board on a scheduled public hearing regarding an application by JPZ Inc., a local company seeking a “major expansion” of an existing site that processes solid waste at 120 Boston Road.

The Board of Health scheduled an April 24 hearing. Pikula will act the hearing officer during the public meeting.

The transfer station, located at 120 Old Boston Road, currently is permitted to accept a maximum of 645 tons of solid waste and 500 tons of construction and demolition waste tires daily. The facility accepts 156,000 tons of waste annually.

According to the meeting notice, JPZ does not need a tonnage change but wants the facility to accept municipal solid waste and mildly contaminated soil. The company does not want to expand the site’s footprint, which stands at 23.2 acres.

The Massachusetts Department of Environmental Protection determined the facility is suitable for introducing the new waste.

The company proposes the following hours of operation: 7 a.m. to 6 p.m., Monday through Friday and 7 a.m. to 5 p.m. Saturday.

The board issued the annual town meeting warrant. The meeting will take place May 12 at Minnechaug High School at 7 p.m.

Select Board members accepted 61 articles for the meeting. The annual community fair will begin at 5:30 p.m.

The board renewed the license for the annual roller skating license for Wheely-Funn, Inc., also known as Interskate 91. A one-time event license was granted to Cynthia Spargo.
