Proposed charter isn’t right for town

East Longmeadow needs to change its government. Unfortunately, the Charter Commission’s proposal isn’t the best for the town.

I have been privileged to serve as East Longmeadow’s town moderator for the past twelve years.  During that time, I have participated in Annual and Special Town Meetings where the  citizens have decided budgets, zoning by-law changes, school funding and other critical matters affecting the quality of living and learning in our town.  Issues have been thoughtfully discussed and debated, with the ultimate decisions made by the citizens,  That direct, participatory role will not exist under the proposed charter; all legislative power will rest in seven individuals.

The anger – justified, in my opinion – which was evident at the March 16 Board of Selectmen meeting reflects dissatisfaction with actions taken by the town’s executive branch.  I share the disappointment of our citizens.   However, replacing the town’s legislative branch – Town Meeting – with a seven-member council does not solve executive branch dysfunction.

The proposed charter will substitute concentrated power in seven individuals. It is obvious that very basic town matters – do we relax zoning requirements? does the Town budget fund a contentious decision of the Selectmen? – are far more subject to lobbying pressure on a small group rather than the hundreds who attend Town Meeting.

I know, like and unreservedly respect the members of the Charter Commission. However, I sincerely believe that a strong town manager, selected by a five member Board of Selectmen, coupled with a recall provision (a citizens petition for recall will be on the warrant for the May Town Meeting) is a far superior alternative to surrendering the direct democracy which our Town residents are currently fortunate to exercise.
